Problem / motivation

“Unemployment is back up to 8.1%”: a single figure, commented on every quarter. But who exactly is counted as unemployed?

You might think an unemployed person is “someone without work”. That is wrong: a student or a pensioner has no job without being unemployed. Nor is it “someone registered with the employment service” — you will see that the two counters do not say the same thing. The official definition, set by the International Labour Organization (the ILO, the United Nations agency for labour), is precise — it is what makes the figure comparable from one country to another, and it is INSEE — France's national statistics institute — that applies it in France, surveying a large sample of households every quarter: the Labour Force Survey. The 8.1% of the opening line comes from it — in early 2026, its highest level in five years.

Formalization

File France in early 2026 (rounded orders of magnitude): among the 15-64s, about 29.5 million in employment, 2.6 million unemployed, 10.4 million inactive. The first two drawers form the LABOUR FORCE: 29.5 + 2.6 = 32.1 million — those taking part in the labour market, either working in it or presenting themselves to it.

The unemployment rate measures the share of that labour force searching without finding: unemployed ÷ labour force × 100. Certainly not ÷ total population: the inactive have no business either in the numerator or in the denominator — the rate measures tension on the LABOUR MARKET, not a share of society.

Beware the evening-news trap: on one side the ILO rate (INSEE, Labour Force Survey, quarterly — our formula); on the other the people REGISTERED with France Travail, the public employment service (an administrative file, monthly, by category). In early 2026: 2.6 million ILO unemployed… but ≈ 3.3 million registered in category A (registrants required to search and with no activity at all during the month). Neither the same count nor the same logic: you can be registered without being ILO-unemployed (a few hours of work is enough), and ILO-unemployed without being registered. Registration rules can change the file overnight — the ILO definition does not move.

One more tool for reading it: the ACTIVITY rate = labour force ÷ population aged 15-64 (75.6% in early 2026 — a record since INSEE began measuring it) tells you how many present themselves on the market; the EMPLOYMENT rate = employed ÷ 15-64 (69.5%) tells you how many work. The trio reads TOGETHER — the interpretation explains why. Click each term:

Solving / calculation

Redo INSEE's computation with the drawers from the formalisation (France in early 2026, rounded): 29.5 million in employment, 2.6 million unemployed. Then handle all THREE drawers — the inactive included.

You have just recovered the official figures for early 2026 — to the nearest rounding: our rounded drawers give 75.5% activity (and 69.4% employment in the simulator) where INSEE publishes 75.6 and 69.5; the difference is the rounding of the drawers, not a computation error. Note above all the trap avoided: related to the 42.5 million 15-64s, “unemployment” would come to only 6.1% — a figure that exists in no statistic at all. The denominator makes the thermometer.

Economic interpretation

A rate that moves is never read on its own: everything depends on WHO changed drawer. Two opposite movements can produce the same figure.

The discouragement trap

If unemployed people stop searching, they slide from the “unemployed” drawer to the “inactive” drawer and leave the computation: the unemployment rate FALLS without a single job having been created. The signature of false progress: the ACTIVITY rate falls at the same time — try it in the simulator (−0.5m unemployed, +0.5m inactive).

The mirror image, often forgotten: a rising rate can be half good news

When inactive people start searching again (studies finished, older workers returning…), they enter the denominator AND the numerator as long as they have not found anything: the unemployment rate can RISE while the activity rate rises too. France in early 2026 illustrates the joint reading: unemployment back up to 8.1%, but an activity rate of 75.6% — a record. The two facts read together.

A dashboard with three dials

Unemployment rate (unemployed ÷ labour force), activity rate (labour force ÷ 15-64s), employment rate (employed ÷ 15-64s). Two countries with the same unemployment rate can differ completely: 8% unemployment with 75% activity (a great many people at work) has nothing to do with 8% with 60% activity (many excluded from the market, invisible in the rate).

And beyond the three dials

INSEE also measures the grey zones: in early 2026, 1.8 million people in the “halo” around unemployment and 4.4% of people in employment underemployed (detailed in the Limits). All told, 16.9% of labour market participants are “constrained” — unemployment, halo or underemployment. The unemployment rate is the visible tip of that measurement.
