Problem / motivation

“Unemployment” gets talked about as a single block. But does someone who changes jobs in two weeks live the same thing as someone a factory has just laid off?

No. Economists distinguish three broad types: FRICTIONAL (between two jobs), STRUCTURAL (skills or locations do not match the vacancies) and CYCLICAL (activity slows — the ups and downs of the economy — and firms hire less). Each has a different cause, therefore a different remedy: that is the whole point of diagnosis — get the type wrong and you get the medicine wrong.

Formalization

The official figure knows only ONE number: 2.6 million ILO unemployed in France in early 2026 (course “Measuring unemployment”). Nobody wears a “structural” label on their forehead: the breakdown into three types is a grid of ANALYSIS — each unemployed person is filed by their dominant cause (assumption 4), so that the three boxes together give back exactly the total. Hence the equation in the header: an addition by construction, not a discovery.

Two of the three boxes owe nothing to the cycle: frictional (unavoidable transitions) and structural (durable mismatches). Their sum has a name: NATURAL unemployment — the unemployment that remains even when the economy is running at full tilt, that is, with no slowdown to make up. It is the module's floor: the u* of the Phillips curve, which the next course (“Equilibrium unemployment”) builds piece by piece.

Since only the total is observed, economists work backwards: they ESTIMATE the natural rate (with a margin of error — Limits step), then read the cyclical part as a RESIDUAL: cyclical = total − natural. It is the one Okun's law pushes up and down — and the only one growth can absorb.

Solving / calculation

Let's do as economists do — backwards. France in early 2026: OBSERVED total 2.6 million (the only genuine figure); suppose the institutes ESTIMATE natural unemployment at 2.1 million (an illustrative figure — it cannot be counted, only estimated). Let's deduce, then have a go yourself.

Out of 2.6 million, only ~0.5m (our illustrative estimate) would recede with a recovery; the remaining ~2.1m call for training, mobility and matching. This is the diagnosis commonly made about France: the BULK of its unemployment is judged structural — the floor around which the rate oscillates, already met in the course “Okun's law”.

Redo the statistician's move, in the right order: the total is OBSERVED, the natural rate is ESTIMATED, and the cyclical part is neither — it is DEDUCED. Lower the estimated natural rate and watch the residual swell without a single extra unemployed person existing: that is exactly what an institute revising its estimate produces. Economic interpretation

Distinguishing the types is no labelling game: each calls for a different remedy — and each remedy has its own course on this site.

The right remedy for the right ill

CYCLICAL unemployment is treated by stimulus — giving spending fresh impetus: a cut in the policy rate (course “The policy rate and transmission”) or public spending (course “The fiscal multiplier”). STRUCTURAL unemployment, by training and mobility — you do not stimulate a mismatch away. FRICTIONAL unemployment, largely irreducible, can only be SHORTENED: better matching (bringing vacancies and searchers together faster) speeds up transitions.

An irreducible floor

Frictional + structural = NATURAL unemployment: the level that remains even at full tilt — when the economy is running with no slowdown to make up. Aiming for zero is an illusion; aiming for a LOWER floor (better training, better matching) is not. It is that floor which the next course builds under the name equilibrium unemployment (NAIRU).

Diagnosis is the whole module

Faced with rising unemployment, the first question is: cyclical or structural? Okun's law tests the first (is growth below potential?); if unemployment resists growth, the ill is structural. France offers the textbook case: a rate oscillating around a high floor — the bulk of it judged structural, which is why “more growth” has never been enough to bring it very low.
